ok so ive received my package from fedex that had my 3 toys in. A week later I had a letter come through saying I need to pay Fedex £91 for advancement fee. Is this normal? It is a lot of money and Im not sure if this is a con or not.

I'm US based but I've only ever heard of recieving the letter before you get the package (everyone I know had to pay the fee before they got their package) I don't think I've ever heard it happen this way XD

Not UK here, Canada.
But I am 3/3 for receiving invoices WEEKS after I've received my package.
All stating I'm being billed for tracking number and customs fees.
All in the $15-20 range.

Yes my friend that is what you'll have to pay sadly. Its a custom fee smacked onto your toys via our country as well as a handling fee. Its the 20% VAT tax this country puts on all things coming into the UK. So what ever the total you paid for your toys work out 20% of it. If its under the amount then the rest is government random charges on top.

Well does it look something like this, warning huge image.
Well it's real but advancement fee should only be normally £10.50, so e.g.
3* Medium Seadragons with Suction cups and Cum Tube all three with Custom split fades (40USD), cum tubes, suction cups and Split Firm firmness comes to around 615USD, Fedex International Priority is estimated at 63.31USD. Overall your order would cost 678.31USD.
678.31USD is estimated to be £452.21
VAT works out to be £90.44
FedEx's advancement fee is £10.50.
Altogether the Fedex invoice would come to about £100.94
So assuming you've only ordered 3 "Medium" Toys with some customisations, your invoice of £91 sounds about right.
Although FedEx has paid taxes on your behalf, you need to pay them back for that since now you're technically indebted to them. If FedEx are feeling particularly nasty they could/will refer the case to debt collectors.

Actually it doesn't matter if the order was of high or low value. VAT is still VAT.
My stickied thread helps you to work out the estimated cost of import VAT with fedEx's advancement fee, this is so you get a rough idea on your import charges so that there's no nasty surprises.
Plus it's an FAQ thread so it's not just limited to VAT, in fact this very question could have been answered in that thread.

Not 100% Correct, VAT is charged on the both the toys and cost of delivery since FedEx is a courier and not a national post service. In fact no customs duty is applicable for "Silicone Sculptures". Duty is different from VAT.
So apart from the things I've already mentioned there should be no random charges from both the Government or the Courier.
The £10.50 Advancement fee is charged by fedex as fedex has already paid VAT on your behalf so your parcels sail through customs rather than it sitting in Heathrow for 2 weeks, so really it's an Admin charge by fedEx and not the government. In fact all couriers do this for the sake of convenience but their admin fees may vary.

yes. it does look like that samba1 but more expensive.
My toys were $400 and the post and packing was $51.75
on the invoice it says economy service £18.91
DUTY VAT £63.68
Advancement fee £10.50
Then at the bottom in the lower box it says...
Disbursement out of the scope of EU VAT £82.59
Clearence Administration charge Vatable at 0% £10.50
Its so much

The disbursement out of the scope of EU VAT should be the same as the VAT which in your case £63.68.
I'd phone them up to to ask why they've felt the need to slap an extra £20 on it. It could be a mistake.
