Hi everyone.
I have little to moderate amount of body hair, a bit below the neck, near the nipples, on stomach on my upper body, genitals and legs on my lower body. I don't have a problem with my leg hair, but I absolutely hate chest hair, and especially when its so randomly grown. I want my skin to be smooth, always.
I also want no pubic hair, or ass hair. Even better if I have no hair below my neck at all.

How can I become this hairless? Shaving or hair removal creams work, but for a short time. How can I get rid of the body hair I have completely, and forever?

Laser is the only thing. But keep in mind that it doesnt always work 100% of the time.

Laser Hair Removal is not permanent. It just lasts a long time.
Do some more research and ask around at a waxing place or someone you trust that's in the profession (to insure this is correct)...
But from what I remember reading on the net, the best way to do this is to wax the hair. You just do a full body wax (might want to get a friend to help... it's hard to subject yourself to the pain the first few times) and after waxing be sure to use the right lotions / moisturizers / etc, and use a Pumice stone.
Basically the waxing will pull the hair out from the roots to give you clean skin for a good amount of time, and after that the pumice stone is said to stunt hair growth.
Over time you'll have to wax less often.

The only permanent method of hair removal is electric depilation. Essentially the destruction of hair follicles. It's slow, it's painful, and it's so expensive you'll want to vomit.

Thanatos is spot on! Electric Depilation is the only permant hair removal solution.
Not wanting anything so uncomfortable near my genitals, I went with professional waxing. When body hair is sparse and light like yours and mine, this acrually doesn't hurt much after the first time. And a professional esthetician can really help you be more comfortable too. But it's not cheap either. I spend about $100 a month for eyebrows, lip & chin, and full Brazilian. If I needed to add my legs and arms, it would be another $65-85 more per month.
The big advantage of a pro is they bother to remove odd or very fine hairs which escape the wax. Over time, your new hair growth becomes more fine, so that extra attention keeps you smooth and comfortable longer. Oh, and get some solid shea butter to use after waxing. It really removes the wax residue beautifully, and leaves your skin smooth as well.
Pumice stone is too harsh for most body skin, but it's great for feet, and sometimes knees and elbows. I recommend showering with nylon scrubbing gloves and a good body wash to keep your skin exfoliated after waxing. That and a good preventive cream to slow down hair growth and prevent bumps or ingrown hairs from forming.

better late than never...
Shaving works, but I'd recommend waxing, assuming you can stand the regrowth phase, where you have to let your hair grow back to at least 1/4 inch so that the wax can grab it. Be careful with chemical depilatories. My skin is much too sensitive for it, and I get chemical burns from even the most gentle formula.

Depends on how fast your hair grows and what area. For me, I have to shave once a week at the least for my face cause my non-head hair grows so slow. I shave down below once a month. But if your hair grows fast, you have to do it more often. It varies a lot.

Sadly, having Italian blood in me.. i grow hair.. fast....too fast for me :/ I almost have to shave my body ( i shave everything on my body) almost twice a week and sometimes my face is everyday :[ i wish i had enough money to get em removed.... curel world cursing me with such body hair :[

There needs to be a foundation/fund raiser to help us hairy folks.. we bleed daily to have our silky smooth skin!
