Es kann vorkommen, dass euer Paket beim Zoll einfach durchgewunken wird und ihr euch um nichts weiter kümmern müsst.Nun zu dem kompletten Ablauf.
Da ich bei vielen Sachen sehr vorsichtig bin und möglichst alles genau wissen will, habe ich für meinen ersten Einkauf bei Bad Dragon das Relevante angeschaut und Vorbereitungen getroffen.
Kurz vor der Bestellung schrieb ich den FedEx Support an und fragte nach, wie man genau eine Kundennummer bekommt und die Einfuhrumsatzsteuer (EUSt) per Bankeinzug bezahlen kann.
Laut der Antwort musste man lediglich ein Bankeinzugsformular, in dem man seine Kontakt- und Kontoinformationen angeben muss, ausfüllen und an FedEx schicken. Demnach sollte man automatisch eine Kundennummer bekommen.
Einige Tage nachdem ich meine Bestellung bei BD (01) abgegeben hatte, schickte ich das Formular per Post ab (03) und bekam recht schnell, per E-Mail, zum einen meine FedEx Kundennummer und zum anderen die Bestätigung, dass der Bankeinzug nun möglich ist(04). Damit FedEx die Sendung meiner Kundennummer zuordnen konnte, schrieb ich den BD Support an und bat unter Angabe der Kundennummer darum, diese bei der Bestellung zu berücksichtigen. Knappe drei Stunden später bekam ich schon eine Antwort, dass eine Mitteilung an das Versandteam ging.
Nachdem die Anfertigung von BD abgeschlossen war und zum Versand abgegeben wurde, bekam ich direkt die Sendungsverfolgungsnummer(08/09). Somit konnte ich auf der FedEx Website den Status und Ort des Pakets nachschauen. Laut FedEx sollte das Paket schon am Montag bei mir eintreffen, aber als ich den Status überprüfte, wurde mir Angezeigt, dass es in Köln eine Freigabeverzögerung gab(11). Zunächst wusste ich nicht so recht, was ich damit anfangen sollte, bis ich am Dienstag einen Anruf bekam, den ich nicht selbst entgegennehmen konnte. Mir wurde aber mitgeteilt, dass es ein paar Fragen bezüglich meiner Lieferung aus den USA gäbe.
Am selben Tag bekam ich auch eine E-Mail von FedEx mit der Information, dass meine Sendung vom Zoll nicht freigegeben wird, da der Warenwert nicht anerkannt wird. Also sollte ich einen Zahlungsnachweis und einen Verzollungsauftrag/eine Abfertigungsanweisung per Fax oder E-Mail schicken(12). In den drei Anhängen (alle PDF Dateien) dieser Mail befanden sich:
- eine Kopie der (außen) auf dem Paket angebrachten Rechnung (mit Angabe des Inhalts)
- eine Kopie des Luftfrachtbriefs (mit Angabe des Inhalts)
- Informationen zur Abfertigung der Importsendung
Bei den dreiseitigen Informationen zur Abfertigung der Importsendung war ein Formular für den Verzollungsauftrag, bzw. eine Abfertigungsanweisung enthalten, bei dem ich zunächst von drei Punkten auswählen musste, was geschehen sollte.
Punkt eins: Ermächtigung zur Abfertigung der Sendung und Übernahme (Kunde) der Kosten
Punkt zwei: Unverzollte Übergabe an eine Spedition.
Punkt drei: Ware ist Rückware, Reparatur/Austauschware, vorübergehende Einfuhr etc.
Da weder Punkt zwei, noch Punkt drei in Frage kamen, kreuzte ich Punkt eins an.
Direkt unter diesen Punkten musste man angeben, was in dem Paket enthalten ist. Hier trug ich "Silikonskulptur und Gleitmittel für das seelische Wohl" ein. Kurz Name, Vorname, Datum und Unterschrift drauf und als PDF Datei exportiert.
Den Zahlungsnachweis lieferte ich in Form von zwei PDF Dateien ab. Die erste enthielt die Transaktionsdetails der Zahlung an BD von der PayPal Website und die zweite den Kontoauszug (Onlinebanking) des verknüpften Bankkontos mit dem Bankeinzug von PP.
Die drei Dokumente (Kontoauszug, PayPal-Auszug und Verzollungsauftrag) schickte ich unter Angabe der Luftfrachtbriefnummer/Sendungsverfolgungsnummer als Anhang wieder zurück an die angegebene E-Mail Adresse und wartete(13).
Donnerstag abend wurde die Sendung dann vom Zoll freigegeben(14) und am Freitag von Köln abgeschickt (15).
Noch am selben Tag wurde das Paket dann zugestellt(16) als ich nicht zu Hause war.
Ich befürchtete schon, dass irgendwo auf dem Paket der Inhalt (wie in der Rechnung/in dem Luftfrachtbrief) angegeben war, aber diese Befürchtung war unnötig, da FedEx die Rechnung genau so gefaltet hat, dass ab den Sendungsinformationen (Adresse, Kontaktinformationen und Gewicht) die Angaben "Silicone Sculpture" und "Lubricant" verdeckt waren.
Vielleicht lag das auch nur an dem relativ kleinen Paket. Ganz neugierige Leute könnten aber den Druckverschlussbeutel öffnen, die Rechnung lesen und wieder verschließen, ohne dass man es großartig merkt. Das Paket selber wurde weder vom Zoll/von FedEx geöffnet, noch musste ich es irgendwo vor irgendjemandem öffnen.
Gestern, am 7.1. hat FedEx dann auch die Importsteuer eingezogen. Wie erwartet wurden
keine Gebühren für die Abwicklung durch FedEx erhoben.

Customs might just forward your package without checking for required documents, so you might be lucky and don't have to care about anything.

Usually I tend to be careful and want to know as much as i can, so I've read many things about international shipping and made some preparations for my first order from Bad Dragon.
Prior to the order I've asked the FedEx support how I could acquire a FedEx account number and how i could pay the import sales tax via direct debit.
According to the answer you just have to send a sheet with your bank account data and contact details on it to FedEx. Afterwards you should get your FedEx account number.
Some days before placing my order (1) I've sent the aforementioned sheet to FedEx via mail (3). Shortly after I've gotten an answer via e-mail, getting my account number and confirmation that direct debit is available (4).
So that my account number could be addigned to my order, I've sent a ticket to the BD support and asked them to add my account number to my order. Some three hours later they confirmed adding my FedEx acount number to my order so the shipping team would add it to the package.
After manufacture was finished and the order status changed to "shipped", I got my tracking number (08/09). Thus I was able to track the shipping progress and location of the package on the FedEx website. My package shoud have arrived on Monday according to the website, but when I checked the status there was a clearance delay in Cologne (11). First I didn't know what to do with this, but on Tuesday I've gotten a call. I wasn't at home, so I couldn't answer it myself, but a housemate told me that someone had some questions regarding a shipment from the USA.
The same day, FedEx sent an e-mail stating that customs wouldn't release my package, because customs wouldn't acknowledge the cost of goods stated on the commercial invoice.
I had to send a proof of payment and a clearance order/dispatch order via Fax or e-mail (12).
Attached to the e-mail were three PDF files:
- a copy of the commercial invoice that's placed on the outside of the package stating its contents
- a copy of the airway bill stating the contents of the package
- information about clearance
Contained in the PDF with the clearance information, there was a sheet for the clearance order.
I had to check one of three options.
Option one: authorization for clearance and assumtion of charges (customer).
Option two: handing over the package to a forwarder uncustomed.
Option three: Commodity is returned goods, replacement goods etc.
Neither option two, nor option three were fitting, so I checked option one.
Right below those options I had to specify the contents and intended usage of the contained goods. I wrote "Silicone sculpture and lubricant for the mental wellbeing". Further below I wrote my name, the current date, added my signature and exported it as a PDF file.
My proof of payment were two more PDF files.
The first one contained the order details of the PayPal website for the order from BD.
The second one was a bank account statement showing the direct debit transaction for the linked PayPal account (online banking).
Stating the tracking number of my order, I sent an e-mail with those three PDF files attached to FedEx (13).
On Thursday evening the order was released by customs (14) and dispatched from Cologne (15).
Later this day, my package was already delivered when I wasn't at home (16), so a housemate signed for the package.
I feared that the contents were stated on the outside of the package (like on the copy of the airway bill), but this assumption was superfluous. The commercial invoice was folded in half, so you could only see information like contact details of the consignor and consignee and details about the package like weight and dimensions. Details about the contents, like "silicone sculpture" and "lubricant" were hidden.

Maybe this was accounted for by the small dimensions, but nosy people could easily open the zip lock bag, read the commercial invoice and put it back in without anyone noticing. The package hasn't been opened by customs or FedEx and neither did I have to open it in front of anyone.
