Question regarding protection eligibility

I just ordered my Cockatrice and noticed under Payment Information and next to Protection Eligibility, it says "Partially Eligible- INR Only". What does this mean? I tried looking at the Help section and couldn't find anything.

I'm guessing it has to do with the fact that my new address is unconfirmed in Paypal (I just moved and got my new house a few days ago).

I'd send in a ticket and ask about that. You could mention that your paypal address hasn't been confirmed yet b/c of it being a new residence and make sure to include your order number on the ticket so they can see if it is something different than that

INR = Item Not Received

It means that you are protected if your item does not arrive / it gets lost in the mail.
Is the item you got a flop? That would make sense as to why it is only covered this way.
Flops don't come with warranties and are sold as-is.

From what I understand, this is a thing to do with PayPal. When you buy an item online through PayPal and have it shipped to you here are 3 kinds of coverage:

1. Eligible - this covers both INR (Item Not Received) and Unauthorized Payments Claims.
This is only available to items bought through EBay and those accounts with "Confirmed" addresses.

2. Partially Eligible - this covers INR (Item Not Received) only.
This is available to items bought online provided they meet the eligibility requirements, which can be found on the page linked below.

3. Non-Eligible - Neither INR (Item Not Received) nor Unauthorized Payment Claims are covered.
This is available to items bought online that don't meet the eligibility requirements, which can be found on the page linked below.

TL;DR: don't worry about it. It has to do with BD, Paypal, and the type of protection they get as the seller.
